A source told Nosy Tarsee that an officer-in-charge at one agency lacked the stature of a bona fide secretary because his skills were ill-suited to the post.

“Utterly pointless to talk to. Nothing he says makes sense. This isn’t the level you expect from a secretary,” the source said.

Further, the squealer revealed that the OIC’s directives within the agency were merely copied and pasted from the previous administration.

“The continuity is fine, but he brings nothing new to the table,” according to the source.

“There are supposed to be concrete plans to carry those ideas out. Instead, he keeps saying he relies on advice from the former secretary — his mentor — who is now in another agency and already swamped with work,” the source continued.

Several pressure groups are now seeking the OIC’s removal from the equation and he might be part of a looming revamp.

Malacañang’s choice to replace him any time soon at the agency is a former governor of a Visayan province, according to the squealer.
