

Nueva Vizcaya Congressman Timothy Joseph “Tim” Cayton expressed full support for House Speaker Faustino “Bojie” G. Dy III’s push for the swift passage of the long-overdue Magna Carta for Barangays, underscoring the vital role of barangay officials as the true frontliners of government.
The solon welcomed the Speaker’s call before the House Committee on Local Government, stressing that strengthening the barangay is essential to making government services felt at the grassroots level.
“As a former local chief executive myself, I have seen firsthand the hard work and dedication of our barangay officials,” Cayton said. “They are the first responders, the first to be called during crises, and the ones who remain on the ground long after the headlines fade. That is why I also filed a bill seeking to establish a Magna Carta for Barangays.”
Cayton emphasized that barangay officials shoulder immense responsibilities—from implementing national and local programs, maintaining peace and order, and resolving community disputes, to responding to disasters and public health emergencies—often with limited resources and insufficient institutional support.
“The passage of the Magna Carta for Barangays is not just about benefits or compensation,” Cayton added. “It is about dignity, protection, and recognizing barangay officials as indispensable partners in governance.”
He echoed Speaker Dy’s view that empowering barangays strengthens the entire system of government, noting that communities are best served when frontline leaders are adequately supported and protected.
“When we invest in our barangays, we invest in stronger communities and more responsive and makatao governance,” he said. “I fully support the Speaker’s call and urge the swift passage of the Magna Carta for Barangays in this Congress.”
The solon also filed his version of the Magna Carta for Barangays bill.
