DHSUD orders faster release of housing licenses in early 2026

The Department of Human Settlements and Urban Development (DHSUD) has ordered the release of all compliant applications for licenses and registrations of socialized housing projects within the first 10 working days of 2026.

DHSUD Secretary Jose Ramon Aliling said the directive aims to sustain momentum in the rollout of President Ferdinand R. Marcos Jr.’s Expanded Pambansang Pabahay para sa Pilipino (4PH) Program while stimulating economic activity in the housing and real estate sector.

Aliling directed Senior Supervising Undersecretary Sharon Faith Paquiz, concerned bureaus, and all regional offices to fast-track the processing of Certificates of Registration and Licenses to Sell (CR/LS) to ensure the continued production and sale of socialized housing units under the flagship housing program.

"Natapos ng DHSUD ang taong 2025 na positibo, at bubuksan natin ang 2026 sa mas pinaigting na pagse-serbisyo sa ating mga stakeholders--mga home buyers at private developers, alinsunod sa utos ni Pangulong Marcos Jr.," Aliling said.

"Dahil sa episyenteng pagtugon sa mga application ng development permits, CR/LS, mas mapapabilis na ang pag-issue ng mga CR-LS, mas maraming socialized housing projects sa ang magagawa ng private developers, kaya mas maraming pagpipilian para sa ating home buyers," he added.

The DHSUD chief clarified that the directive applies only to compliant private developers in accordance with existing laws, rules, and regulations, stressing that only applications with complete requirements will be released within the prescribed timeframe.

"Alinsunod po ito sa utos ni Pangulong Marcos Jr. na mas pabilisin at linisin ang proseso sa pabahay, palawakin pa ang Expanded 4PH Program upang mas maraming pamilyang Pilipino pa ang matulungang magkaroon ng sariling tahanan na disente, ligtas at abot kaya," Aliling said.

"Asahan po ninyo ang mas pinaigting na pagsusumikap mula sa buong DHSUD upang mas mapabuti pa namin ang serbisyo pabahay sa darating na 2026," he added.

The DHSUD closed 2025 with several reforms, including updated price ceilings, simplified applications for tax exemptions for socialized housing in coordination with the Department of Economy, Planning and Development and the Department of Finance-Bureau of Internal Revenue, and streamlined licensing and registration processes.
