The Department of Human Settlements and Urban Development (DHSUD) on 19 December 2025 turned over modular shelter units (MSUs) to the Mandaue City government to house families displaced by super typhoon “Uwan.”

DHSUD Secretary Jose Ramon Aliling said the deployment forms part of the establishment of a Bayanihan Village, in line with President Ferdinand R. Marcos Jr.’s directive to provide safer and more dignified temporary shelter for disaster victims.

“Included in the plan for the Mandaue City Bayanihan Village are essential facilities such as a day care center, clinic, and training or livelihood center to ensure a more comfortable and dignified stay for our countrymen affected by disasters,” Aliling said.

He added that the initiative follows the President’s directive to deliver assistance to those in need to help them recover more quickly.

The DHSUD has committed around 200 MSUs for families displaced by “Uwan,” including units that will house support facilities. Of the total, 50 MSUs were initially turned over to the city government.

Assistant Secretary Johnson Domingo represented the DHSUD during the turnover ceremony led by Mandaue City Mayor Thadeo Jovito Ouano.

The establishment of Bayanihan Villages and the deployment of MSUs to calamity-stricken areas, led by Undersecretary Ed Robles, form part of DHSUD’s ongoing shelter initiatives under the government’s Bagong Pilipinas program.
