

The Department of Migrant Workers (DMW) strengthened overseas service delivery as it led the Bagong Bayani ng Mundo–OFW Serbisyo Caravan 2025, bringing essential government services directly to overseas Filipino workers (OFWs) across major global destinations.
Implemented in line with the directive of President Ferdinand R. Marcos Jr., the multi-agency initiative was rolled out from June to October 2025 and reached 11 international cities in Asia, the Middle East, and Europe. The caravan served as a consolidated one-stop service hub, allowing OFWs to access multiple government services in a single venue.
Under the leadership of DMW Secretary Hans Leo J. Cacdac, the Serbisyo Caravan mobilized 18 national government agencies and one non-government organization to deliver frontline assistance. Services included contract verification, Overseas Employment Certificate issuance, documentation and civil registry support, national ID registration, legal and welfare services, and access to social security and insurance programs.
The 2025 caravan began in Hong Kong on 8 June and continued to Riyadh, Saudi Arabia, and Osaka, Japan in July. It later expanded to Doha, Qatar, and Dubai, United Arab Emirates, followed by additional deployments in Jeddah and Al Khobar to widen coverage within Saudi Arabia. The program also reached Shanghai, China, and extended to Europe with stops in London, Rome, and Milan.
According to government data, the DMW-assisted initiative served 18,790 OFWs and completed 31,638 government transactions across all locations. The coordinated setup enabled migrant workers to complete multiple transactions efficiently, underscoring the effectiveness of a whole-of-government approach led by the DMW.
Participating agencies included the Overseas Workers Welfare Administration, Migrant Workers Offices, Philippine Embassies and Consulates, and national agencies such as the Department of Social Welfare and Development, Pag-IBIG Fund, PhilHealth, Social Security System, Philippine Statistics Authority, and Land Bank of the Philippines, among others.
Beyond administrative services, the DMW also ensured that community engagement and welfare support were integral to the caravan. Cultural activities, wellness zones, and hospital visits for Filipino patients were conducted, along with outreach programs in Bahay Kalinga shelters for distressed OFWs.
Following the program’s success, the DMW said additional Serbisyo Caravans are scheduled through December 2025 to reach more OFWs in Abu Dhabi, Hong Kong, Riyadh, Singapore, Dubai, Al Khobar, Phnom Penh, and Kuwait, with further outreach activities planned in Jeddah.
Through the OFW Serbisyo Caravan, the DMW continues to close service gaps and strengthen engagement with Filipinos overseas, reaffirming its commitment to protecting and empowering the country’s migrant workers.
