The Civil Service Commission (CSC) and the University of the Philippines (UP) Diliman have partnered to develop new Qualification Standards (QS) aimed at modernizing how government agencies recruit, select, and develop talent, signaling a decisive move toward a more professional and future-ready Philippine bureaucracy.
CSC chairperson Marilyn Yap and UP Diliman chancellor Edgardo Carlo Vistan II formalized the collaboration by signing a memorandum of agreement. The event was also attended by CSC assistant commissioner for Human Resource Governance Hiro V. Masuda and officials from the UP National College of Public Administration and Governance (UP-NCPAG).
“This initiative is a critical step in aligning the QS with the present and future demands of governance,” Yap said.
For nearly three decades, the 1997 Qualification Standards Manual has served as the principal reference for government recruitment.
However, with the public sector now operating in an era profoundly shaped by digital transformation and data-driven decision-making, the current framework needs updating.
Officials cited the necessity of a modern, competency-based framework that reflects the actual skills and expertise required in public service.
Updating the QS will strengthen the professionalization of government service, allowing agencies to better identify talent, match competencies with roles, and uphold merit-based leadership.
