The National Home Mortgage Finance Corporation (NHMFC) has begun a full digital overhaul with the rollout of its Project Refresh, Lift and Transition (Project RLT), marking one of the agency’s most significant IT modernization efforts to date.

The initiative, now 80% complete and targeted for full implementation by January 2026, involves migrating and upgrading NHMFC’s entire account management database and related applications to a next-generation cloud platform—covering cloud subscriptions, databases, and application services.

NHMFC President Renato L. Tobias said the transition aligns with the Marcos administration’s digitalization agenda and the Department of Human Settlements and Urban Development’s (DHSUD) push to modernize all Key Shelter Agencies.

“We take great pride in taking a bold step forward as we embark on this digital transformation that will significantly enhance the security, availability, and scalability of our digital infrastructure and applications,” Tobias said, stressing the need to both safeguard and streamline data access for clients.

Once fully operational, Project RLT is expected to improve system performance, strengthen cybersecurity, and speed up core services—from project take-out applications of originators to account access and payment posting for housing loan borrowers.

The project, implemented with DBquest Inc. and Oracle Philippines, positions NHMFC as one of the first Key Shelter Agencies to adopt cloud migration for data storage, marking a major shift toward a more efficient and transparent housing finance system.
