

Government agencies are set to work together to implement a comprehensive flood mitigation program in Cebu, following the massive flooding caused by Typhoon Tino (international name Kalmaegi) last week, Department of Public Works and Highways (DPWH) Secretary Vince Dizon said Wednesday.
Dizon noted that the program will follow the flood control master plan developed during the previous administration.
“We took the guidance of Sec. Babes [Rogelio Singson] because he is more familiar with the master plan from the previous administrations. Sec. Babes said: ‘The plans are there, they just need to be implemented, but they are not being implemented correctly,’” Dizon noted.
He added that President Ferdinand R. Marcos Jr. has directed him to consult Singson to ensure the proper execution of the master plan. According to Dizon, there is no need to revise the plan, as it already contains the necessary steps and directions for effective implementation.
“There is no need to plan, no need to study, because everything is already in the plan,” he said.
The DPWH will coordinate with the National Irrigation Administration (NIA) and the Department of Environment and Natural Resources (DENR) to roll out the project.
On Tuesday, the heads of the three agencies met to discuss the implementation strategy.
Typhoon Tino caused widespread flooding in the Visayas, claiming at least 232 lives, including 150 in Cebu alone.
