Dy pushes ICI, Anti-Dynasty bills to confront corruption head-on

House Speaker Faustino “Bojie” Dy III on Tuesday announced his support for two bills in the House of Representatives as initiatives to fight corruption in the country.
The House Speaker said that the chamber will take two concrete steps to combat corruption: the swift passage of the Independent Commission Against Infrastructure Corruption (ICI) Bill and the filing of the Anti-Dynasty Bill.
In his speech at the resumption of the House session, Dy described corruption as a deep wound that hinders development, undermines good governance, and betrays public trust.
“There is one challenge that continuously obstructs progress, a wound that has long remained in society—corruption. It is the rust of the government that slowly erodes the trust of the citizens. It is the true culprit behind every unfinished project, every service that was promised but failed, and every broken pledge,” Dy said.
The House Speaker noted that the ICI Bill will establish an independent body tasked with investigating and prosecuting individuals behind ghost and anomalous infrastructure projects, including controversial flood control projects. As part of its fast-track process, Dy aims to pass the bill before Congress adjourns for the holidays.
“There will be zero delays in the passage of this measure because our people have zero tolerance for corruption. That’s why our directive is also clear, we will pass this bill before we adjourn this December,” Dy emphasized.
Meanwhile, Dy also stated that the House would take up the Anti-Dynasty Bill to fulfill its mandate by clearly defining “political dynasty” to promote fairness, competition, and broader participation in governance.
“Its purpose is not to hinder anyone, but to broaden the opportunity for more Filipinos to serve and participate in the government,” Dy explained.
The House Speaker challenged his colleagues in Congress to prove to the people that lawmakers are more than just talk and are willing to back their words with action, including listening to public grievances and complaints.
“My colleagues, let us prove, not only in words but in deeds, that we are open and ready to listen to our fellow citizens, because this is where the true direction of our government begins," Dy stated in Filipino.
“We are serious about implementing new reforms, because we know that the trust of our people depends on it. Serious change is the only path toward a better, more just, and more prosperous Philippines,” he added.
