United Pilipino Against Crime and Corruption (UPACC) founder Pyra Lucas revealed that Tarlac 3rd District Representative Noel Rivera is allegedly both the proponent and contractor of the Luisita Access Road, in addition to being linked to the alleged misuse of public funds.
“He (Rivera) has collected many projects in his district,” Lucas said in an interview with DZRH’s Dos Por Dos on Tuesday morning.
“He is the proponent and also the contractor,” Lucas added.
According to Lucas, UPACC obtained 13 documents covering projects under 3G Construction and Development Corporation, where Rivera reportedly serves as general manager. These files amount to a total of P590 million.
From 2022 to 2025, the accumulated amount of all projects under the firm has allegedly ballooned to P2.3 billion.
Aside from road works, Lucas said that contracts also include flood control projects and the construction of school buildings and health centers across different districts in Tarlac.
On 22 October 2025, Lucas filed a complaint before the Office of the Ombudsman against Rivera; his wife, Vice Mayor Evelyn Rivera; and Department of Public Works and Highways (DPWH) Tarlac 1st District Engineer Neil Farala for allegedly securing projects in Tarlac under 3G Construction, which appears to be their business.
A day later, Rivera released a statement saying he has yet to receive a copy of the complaint and denied any involvement in corruption.
