Police, firefighters, and engineers across Ilocos Norte are joining forces to ensure that the observance of Undas 2025 remains peaceful, orderly, and safe. With thousands expected to travel home and visit cemeteries in the coming days, the province is now on full alert for the annual influx of visitors.
The Bureau of Fire Protection Ilocos Norte, headed by FSUPT Roxanne S. Parado, has rolled out Oplan Undas with a two-phase operation plan. From 28 to 30 October, the BFP is on heightened alert, deploying First Aid Station Teams along major highways across the province. From 31 October to 2 November, the alert level will be raised to red, with additional personnel stationed in cemeteries and other crowded areas. Parado said all personnel are required to remain in their respective stations ready for deployment at any time. The BFP has 360 firefighters, supported by 42 fire trucks and eight ambulances, all on standby for immediate response.
Meanwhile, the Ilocos Norte Police Provincial Office has launched a province-wide security and public safety plan for the long weekend. Police Lt. Col. Ryan Retotar, Deputy Provincial Director for Operations, said the police are working closely with the Armed Forces of the Philippines, Bureau of Fire Protection, Philippine Coast Guard, and local government units to implement a unified security plan. “Our goal is to make sure that the observance of Undas remains peaceful, orderly, and safe for everyone,” Retotar said.
The INPPO will deploy a total of 2,054 personnel across Ilocos Norte, including 944 from the PNP, 312 from the AFP, BFP, and PCG, and 798 force multipliers from civic and volunteer groups. There will be 76 Police Assistance Desks in 86 cemeteries to provide assistance, while 28 Motorist Assistance Centers will be positioned along major highways and entry points. Ninety-eight uniformed personnel will also be stationed at terminals, recreational parks, and tourist destinations to maintain visibility and deter crime.
Quick Reaction Teams will remain on standby for immediate response, and the INPPO’s EOD/K9 Unit will conduct paneling and sweeping operations in crowded areas. Red Teams will conduct random inspections throughout the province to ensure alertness and compliance among deployed officers.
To strengthen situational awareness, the INPPO will use both ground and aerial monitoring. Patrol vehicles, motorcycles, and drones will be mobilized, with 52 PROTECT Boxes serving as 24/7 assistance hubs across Ilocos Norte. “Our drone operators will conduct aerial monitoring over cemeteries and highways to identify traffic bottlenecks and areas of congestion,” Retotar said, emphasizing the role of technology in crowd control and incident response.
The public is reminded that liquor, bladed weapons, loudspeakers, and gambling paraphernalia are strictly prohibited inside cemeteries. Residents are advised to secure their homes before leaving by locking doors and windows, unplugging appliances, and informing neighbors or barangay officials. Motorists are urged to inspect their vehicles using the BLOWBAG reminder, Brakes, Lights, Oil, Water, Battery, Air, and Gas, and to follow the instructions of traffic enforcers. “Our message to the public is simple. Be patient, be alert, and cooperate with authorities. Let us all do our part in making Undas a safe and meaningful time for remembrance,” Retotar said.
Supporting these efforts, the Department of Public Works and Highways Ilocos Norte 1st District Engineering Office, under District Engineer Glenn C. Miguel, has finalized its “Lakbay Alalay” Motorist Assistance Program. Seven roadside assistance stations will operate around the clock from 31 October to 2 November, providing mechanical aid, information, and emergency response. Over a hundred DPWH personnel, including engineers, maintenance workers, and drivers, will man these stations in shifts to ensure continuous support.
The DPWH’s “Lakbay Alalay” program continues to play a crucial role during holidays and special observances by providing free roadside assistance and maintaining road safety. Engineer Miguel assured motorists that the agency is ready to coordinate with local police and LGUs for any emergencies or clearing operations during the long weekend.
From the fire service to the police and public works teams, Ilocos Norte’s preparedness reflects a unified mission to safeguard lives, maintain order, and ensure that Undas 2025 remains both solemn and secure. “With the cooperation of our communities and partner agencies, we can make sure that the observance of Undas will be peaceful, safe, and meaningful for all,” Retotar concluded.
