Rappler wins in CA ruling; shutdown order blocked

The Court of Appeals (CA) has upheld a ruling blocking the shutdown of Rappler over allegations of foreign control.

In a resolution dated 11 July 2025, the CA denied the Securities and Exchange Commission’s (SEC) motion for reconsideration of its earlier decision granting Rappler’s petition for certiorari and prohibition.

As a result, Rappler’s certificate of incorporation was restored.

The CA’s former seventh division said, “In view of the foregoing disquisition, respondents’ Motion for Reconsideration is denied for lack of merit.”

The resolution also noted, “Omidyar and petitioners have consistently shown good faith in complying with Constitutional provisions through the proceedings and even prior to the revocation of petitioners’ incorporation.”

In 2015, US-based Omidyar Network invested in Rappler, a move that later triggered the SEC to issue a shutdown order in 2022 during the Duterte administration.
