
The provincial government of Cebu began livestreaming its biddings for goods and services last Tuesday, a move aimed at enhancing transparency in government procurement.
Cebu Governor Pamela Baricuatro reiterated her commitment to transparency and accountability, particularly in procurement processes. She cited Section 38 of Republic Act (RA) 12009, the New Government Procurement Act, which authorizes procuring entities to video record all procurement-related conferences for competitive bidding, including pre-procurement conferences, pre-bid conferences and bid openings.
“The Cebu provincial government is committed to ensuring fair, transparent, and non-discriminatory competition for the procurement of goods, infrastructure projects, and consulting services, champions the practice of good governance, public accountability, and the efficient and effective management of public resources,” Baricuatro said.
Among the services pre-bidded were those of a provider for the hauling, treatment, and disposal of 340,000 kilograms of medical waste generated from four provincial and 12 district hospitals.
