Melandro Mendoza, the general manager of the oldest Cebu-based local newspaper, the Freeman, envisioned a special way to recognize and celebrate individuals and institutions that have made significant contributions to the development and prosperity of Cebu.

He wanted to honor those whose presence and efforts had greatly influenced the growth and progress of the region. To bring this idea to life, Mendoza shared his vision with the Mandaue Chamber of Commerce, an organization deeply devoted to the advancement of Cebu. The Chamber enthusiastically embraced his proposal, recognizing its potential to inspire the community and spotlight key contributors to Cebu’s development.

This collaborative effort led to the creation of ProgreCEBU, an initiative dedicated to acknowledging and celebrating the remarkable achievements that have shaped the regions success. Before the awards were given, the 88th Company, presented a special commemorative plaque to Nestor Archival to show support for his mandate as Cebu Mayor.
