The Land Transportation Office (LTO) and Department of Transportation (DoTr) have launched a digital platform aimed at ending the decades-old delays in issuing vehicle registration documents and license plates.

Dubbed the Plate Registration Management Information System (PRMIS), the new platform seeks to complete the registration and license plate release process within three days — marking a significant shift in government service delivery under the Marcos administration’s Bagong Pilipinas agenda.

“This is what our President envisioned amid the perennial problem of vehicle registration that hounded the LTO over the years. Sa Bagong Pilipinas, ang bagong sasakyan, may plaka na agad,” Transportation Secretary Vince Dizon said.

“With the LTO finally solving the plate backlog of the last 11 years, we can now say this new platform is Bagong Pilipinas in action — ensuring we never experience a plate backlog again,” he added.

As the LTO worked to eliminate millions of backlogged license plates in recent months, the agency simultaneously tested the fastest timeline for releasing both the official receipt/certificate of registration (OR-CR) and license plates.

Now, days after clearing the backlog, LTO and DoTr have formally introduced PRMIS to the public — promising to end the culture of long waits for new vehicle owners.

“The pilot proved what millions had long hoped for — that the system can be fixed, that delays are not inevitable, and that government can deliver — fast,” said LTO Chief Assistant Secretary Atty. Vigor D. Mendoza II.
