The Philippine National Police Anti-Cybercrime Group (PNP-ACG) arrested 766 individuals during 818 operations conducted from January to July 2026, officials announced Tuesday.

Maj. Gen. Wilson Asueta, head of the anti-cybercrime unit, said online selling scams emerged as the most prevalent offense, accounting for 576 recorded cases. Officers served 1,799 warrants during the seven-month period.

During the same timeframe, the unit conducted 15,917 cyber patrols, completed 1,519 digital forensic examinations, referred 968 cases for prosecution, rescued 149 victims, and secured 81 convictions.

"The PNP ACG is steadfast in its mission to fortify cyber intelligence, sharpen investigative and forensic capabilities, intensify cyber patrols, and expand public awareness programs to effectively address emerging cyber threats," Asueta said.

Following the operational report, Asueta urged lawmakers to amend the SIM Registration Act, proposing that the government require the National ID as the sole acceptable form of identification for SIM card purchases to strengthen identity verification and combat online fraud.

Asueta recommended pairing the National ID requirement with biometric authentication to prevent online swindling and identity spoofing.

"We are appealing to legislators to please amend the law to add security measures and improve implementation, not just for law enforcement but to help the public and other agencies monitor and regulate digital transactions," Asueta said. "At least we would have proper identification and authenticity."

The Cybercrime chief also proposed prohibiting the transfer of registered SIM cards without formal documentation and cancellation procedures.

Additionally, Asueta urged Congress to limit SIM ownership to a maximum of five cards per person across all telecommunications networks and to strictly regulate retail distribution.
