The Manila Electric Company (Meralco) and the Philippine National Police (PNP) have launched a series of training seminars aimed at strengthening their joint efforts to combat the widespread theft of electricity distribution equipment.
The initiative, spearheaded by Meralco Senior Vice President and Chief Legal Counsel Atty. William S. Pamintuan, stems from a memorandum of understanding signed by the two institutions last year. The collaboration seeks to proactively address the theft of electric meters and other essential distribution infrastructure.
The sessions, which bring together police personnel and technical experts, aim to enhance awareness of both the technical and legal aspects of power distribution.
Engineer Marcelino Menchar T. Asido of Meralco Meter Testing led a technical briefing on the various types of electric meters, giving police officers a detailed look into their functions and classifications.
Meanwhile, Atty. Fredrick Fern M. Belandres, Meralco's Lead for Legal Operations Support, conducted a legal orientation for members of the PNP Criminal Investigation and Detection Group (CIDG). Belandres highlighted the key provisions of Republic Act No. 7832, also known as the Anti-Electricity and Electric Transmission Lines/Materials Pilferage Act of 1994.
He explained the law’s definition of power distribution facilities and electric meters, and how this knowledge could aid law enforcers in the identification and apprehension of violators.
The seminar series reflects the utility firm’s continued push for stronger enforcement and community cooperation in addressing electricity-related crimes, which result in service disruptions and higher operational costs.
Meralco and the PNP are expected to roll out additional sessions in the coming weeks as part of the broader campaign to crack down on electricity pilferage.
