DHSUD steps up regional shelter response amid typhoon season

With the onset of the typhoon season, the Department of Human Settlements and Urban Development (DHSUD) is intensifying its disaster preparedness efforts by mobilizing its regional offices to take a more proactive and anticipatory stance in leading shelter-related response across the country.

DHSUD Secretary Jose Ramon Aliling, following instructions from President Ferdinand Marcos Jr. during a recent emergency situational briefing with the National Disaster Risk Reduction and Management Council (NDRRMC), issued a directive calling on Regional Directors and Officers-in-Charge to step up their roles as Shelter Cluster Leads in their respective areas.

In a memorandum dated 10 July 2025, Aliling emphasized that regional offices must act swiftly and strategically, ensuring their disaster response initiatives are aligned with national goals.

The DHSUD chief said regional leaders must serve as coordinating hubs for shelter activities, particularly in high-risk and disaster-prone communities.

The department’s focus, Secretary Aliling stressed, is to fortify collaboration with local government units, shelter agencies, humanitarian groups, and stakeholders to ensure unified action during calamities. 

This also includes effective communication on available shelter assistance under DHSUD’s Integrated Disaster Shelter Assistance Program (IDSAP), led by Undersecretary for Disaster Response Henry Yap.

The directive mandates the submission of daily situational reports to strengthen the department’s response operations and improve tracking of needs, gaps, and progress on the ground.

As the agency responsible for providing shelter solutions during crises, DHSUD is doubling down on its commitment to deliver timely and equitable assistance, reinforcing its central role in the country’s disaster response framework.

"Let's continue to be proactive and collaborative. Your dedication and hard work are important in ensuring safe shelter for those who need it most," Secretary Aliling said.
