
On 9 June, Deputy Speaker Duke Frasco publicly announced his decision not to sign the manifesto backing the continued leadership of House Speaker Martin Romualdez in the 20th Congress.
Frasco revealed that he was invited to sign the manifesto just two days after the May 14 local elections but chose not to do so after careful consideration.
In his statement, Frasco explained that his decision was influenced by conversations with fellow lawmakers, local leaders from Visayas and Mindanao, and his own constituents, many of whom expressed disappointment over what they see as political and personal interests undermining the unity once hoped for by the Filipino people.
“The President has consistently called for unity, stability, and a government that delivers meaningful change,” Frasco said. “I firmly believe that the House of Representatives should reflect these values, not only through the laws we pass, but also in the leadership that we uphold.”
He emphasized that public servants must prioritize serving the Filipino people over advancing individual interests. Quoting President Ferdinand Marcos Jr., Frasco noted, “The people have spoken, and they expect results, not politics.”
Frasco clarified that his decision is not meant to deepen divisions but to push for a House leadership that can unite the country and strengthen its path forward.
“At this critical time in our nation, we need leadership in the House that unites rather than divides. Leadership that reinforces our shared vision and strengthens the path forward for our country,” he added.
Frasco’s statement signals potential challenges ahead for Speaker Romualdez, who continues to enjoy the support of a majority of House members.
