Aliling vows zero tolerance for corruption, revamps 4PH scope

To attract more partners and accelerate housing development, newly appointed Department of Human Settlements and Urban Development (DHSUD) Secretary Jose Ramon P. Aliling announced plans to recalibrate the Pambansang Pabahay para sa Pilipino Housing (4PH) Program by incorporating horizontal housing developments.
In his speech during a simple ceremonial turnover on Monday, Secretary Aliling emphasized his firm stance against corruption.
“Ito po ang pinaka importante sa akin at sa ating Pangulong Ferdinand Marcos Jr. Pagdating po sa corruption, kilala nyo po ako, nakatrabaho nyo po ako bilang USec ng isang taon. Zero tolerance po tayo sa corruption,” Secretary Aliling declared.

Aliling outlined the recalibration of the 4PH program, originally centered on vertical, condominium-style housing. He said that including horizontal developments — such as subdivision-type housing — would significantly boost the program’s impact.
"4PH will now include horizontal developments. We will prioritize the preparation of the 4PH guidelines for horizontal developments. In doing so, we can expect 4PH numbers to improve significantly," he said.
The housing chief also underscored the need to align efforts among the Department’s key shelter agencies (KSAs) to ensure program convergence.
"Magtulungan po tayong lahat kung pano natin tatahiin ang ating mga programa para ma-improve natin ang serbisyo sa ating mga stakeholders," Aliling added.

To further enhance collaboration, Secretary Aliling invited stakeholders — especially private developers — to participate in monthly dialogues aimed at synchronizing policies and streamlining housing delivery processes.
