The local government of Makati City attributed its low poverty rate and high Human Development Index (HDI) to significant investments in health, education and social programs.
During her final State of the City Address, Makati Mayor Abby Binay disclosed that the city’s poverty rate is at a historic low of 0.6 percent and the local government achieved an HDI of 0.903 — one of the highest in the country.
The lady mayor also stressed that the initiatives have transformed Makati into an inclusive governance model, prioritizing long-term improvements in the quality of life for all residents.
Health care has been a key focus, with programs like Makati Health Plus (Yellow Card) providing free maintenance medicines. Unlimited dialysis and chemotherapy programs have ensured access to life-saving treatments for thousands of residents.
“Access to quality health care is a right, not a privilege,” Binay said. “When we remove barriers to essential services, we empower people to live healthier, more productive lives.”
In education, the city has modernized public schools with smart classrooms and renewable energy. The Benigno Aquino High School exceeded international proficiency standards in the 2022 PISA assessment, while the revitalized scholarship program and the University of Makati School of Law have produced successful graduates.
“Sustainable growth begins with education,” the mayor said. “When we prepare our children for the future, we build a stronger, more resilient community.”
The city has also embraced technology to enhance quality of life, deploying indoor and outdoor air quality sensors in all barangays to provide real-time data for environmental management.
As she concludes her term in June 2025, Binay announced her candidacy for Senator in the May 2025 elections, expressing her vision to implement Makati’s successful programs nationwide.
“With the right priorities and partnerships, the progress we’ve achieved in Makati can uplift communities across the Philippines,” Binay said.
