Typhoon "Karding" is moving away from Luzon, even as it regains strength, according to the latest storm bulletin from PAGASA-DOST at 8 am on 26 September.
"The center of the eye was estimated, based on all available data, 190 km west of Dagupan City, Pangasinan (16.2 °N, 118.6 °E ).
It is moving west northwestward at 30 km/h, with maximum sustained winds of 140 km/h near the center and gustiness of up to 170 km/h.
