CITY OF SAN FERNANDO, Pampanga — Facing persistent flooding concerns, the local government is turning to expert urban planning to build lasting resilience for the capital city.
Mayor Vilma Balle-Caluag on Monday met with renowned architect and urban planner Felino "Jun" Palafox Jr., founder of Palafox Associates, to discuss both immediate measures and long-term strategies to address flooding in the city.
"Our goal is simple: we want a city that grows without putting our people at risk," Mayor Caluag said. "Flooding is not just a seasonal problem — it calls for smart planning that will serve us well for generations to come."
The discussion centered on how sound urban design, land management, and forward planning can reduce flood risks while supporting the city's orderly growth. Rather than quick fixes, the two sides explored sustainable approaches that balance flood mitigation with the city's continued development.
Mayor Caluag expressed optimism that the partnership would yield practical, effective solutions. She thanked Palafox and his team for sharing their expertise, noting that the collaboration marks an important step toward a safer, more resilient San Fernando.
Representing Palafox Associates were Ar. Gepo de Mesa, Ar. Jana Gabrielle, EnP., Armaniel Carreon, EnP., Andre Christian Feliciano, and Acsheen Orate. Joining the mayor were department heads led by City Administrator Atty. Kristannico Abad.
