United States Immigration and Customs Enforcement (ICE) took Filipino national Joshua Hombrebueno into custody for removal proceedings following his conviction for secretly recording undressed individuals in a Virginia restaurant restroom.

Hombrebueno, 21, was living illegally in the United States when he was convicted of two misdemeanor counts of videotaping undressed individuals without their consent.

The incident occurred on 20 September 2025 at Gustave Boulangerie & Brasserie in Del Ray, Alexandria, where Hombrebueno worked.

A customer who used an employee restroom with her young daughter discovered a phone hidden in a slightly open vanity and positioned against toilet paper.

She identified Hombrebueno as the person who placed the device there, leading to his arrest by local police.

3 felonies

Hombrebueno initially faced three felony and nine misdemeanor charges. Under a plea agreement, a felony charge involving a child was withheld, and he pleaded guilty to the two misdemeanor counts.

In August 2026, he was sentenced to five years of suspended jail time and five years of probation. He was also ordered to register as a sex offender.

After serving time at the William G. Truesdale Alexandria Adult Detention Center, Hombrebueno was transferred to ICE custody by the Alexandria Sheriff’s Office on 12 October.

US Department of Homeland Security Secretary Markwayne Mullin said the transfer was part of a broader operation targeting people convicted of sexual offenses, domestic violence and other crimes considered public safety risks.
