Immigration authorities barred a 46-year-old Romanian man with a conviction for human trafficking from entering the country following his arrival at Ninoy Aquino International Airport (NAIA) Terminal 3, the Bureau of Immigration (BI) said Thursday.

The bureau identified the passenger as Razvan Mircea Nedelea, also known as Razvan Necule. Intelligence personnel flagged his travel to Manila prior to his flight due to his criminal record abroad.

“Foreign nationals with records of criminal conviction, particularly those involved in serious offenses, should not expect to enter the Philippines simply because they are able to secure a ticket and travel here,” BI Commissioner Joel Anthony M. Viado said in a statement.

Bienvenido Castillo III, deputy chief of the bureau’s Anti-Terrorist Group, said intelligence reports indicated Nedelea belonged to a Romanian organized crime network involved in trafficking women to Scotland.

Nedelea was previously convicted and sentenced for procuring women for prostitution.

Castillo issued an alert through the bureau’s Advanced Passenger Information System Operations Center to track Nedelea’s movements.

The operations center detected his flight details on 21 September, approximately nine hours before his departure aboard a Qatar Airways flight, allowing airport immigration officers to prepare for his arrival the following day.

Upon landing 22 September, primary inspection officers immediately transferred Nedelea to Anti-Terrorist Group personnel.

Officials formally excluded him from entering the Philippines and ordered his deportation to his point of origin.
