Former Office of the Vice President official Jefry Tupas has disputed two alleged P100-million deliveries supposedly made to him for Vice President Sara Duterte in 2019, submitting travel records to the National Bureau of Investigation (NBI).
Tupas said he was in South Korea when dismissed policeman Rodulfo Gracioso Jr. allegedly delivered two suitcases containing P50 million each to “Jepoy” in Marinduque on 19 April 2019. He said he left the Philippines on 18 April and returned on 22 April.
He also denied another alleged P100-million delivery at the Diamond Hotel in Manila on 21 September 2019, saying he was in Japan from 19 to 22 September.
Meanwhile, the NBI said Gracioso showed no signs of deception in a second polygraph test given him on allegations the delivered billions of pesos in cash to members of the Duterte family on the instructions of former House Speaker Lord Allan Velasco.
The NBI has challenged Velasco and his wife, who are out of the country, to also take the lie-detector test, even if its results are not admissible in court.
The agency has invited Duterte, Davao City Rep. Paolo “Pulong” Duterte, Velasco and his wife, Rowena, for questioning.
The NBI said Gracioso’s polygraph showed “no specific physiological reactions indicative of deception” to questions relevant to the investigation.
Gracioso’s first polygraph test in June yielded a reported 99-percent truthfulness result, but the NBI has said the examination did not establish the truth of his specific cash-delivery claims.
