Under Memorandum Circular 2026-055, the LTFRB capped booking or platform fees at 20 percent of the approved fare or P60, whichever is lower.
The circular takes effect after publication in a newspaper of general circulation.
LTFRB chairman Vigor D. Mendoza said Saturday the agency crafted the guidelines to govern how taxi operators using online platforms may charge booking fees.
The circular requires booking fees to be applied uniformly across app-based taxi services and displayed separately in the fare computation, booking confirmation and electronic receipt.
It also bars operators from adding new charges beyond the approved amount without regulatory clearance.
“No additional booking fee, convenience fee, service fee, platform surcharge, or similarly denominated charge beyond the foregoing authorized amount shall be imposed or collected without prior approval from the Board,” the memorandum circular stated.
