Bureau of Immigration (BI) agents have arrested a 72-year-old Canadian national with a documented history of child sexual offenses who was flagged by international authorities as a potential threat to minors.
Orville Frank Mader was apprehended at a residence in Barangay Caingin, Santa Rosa City, Laguna, by operatives of the immigration bureau’s Fugitive Search Unit.
Rendel Ryan Sy, the unit’s chief, said the targeted operation was conducted in coordination with Canadian authorities and multiple Philippine intelligence and law enforcement agencies.
Canadian officials alerted local authorities to Mader’s presence after confirming his Canadian passport had been canceled.
While Mader does not currently face active criminal prosecution in Canada, the Royal Canadian Mounted Police and the Canada Border Services Agency warned Philippine authorities that he has an extensive criminal record involving sexual offenses against children and poses a risk to minors.
Records show Mader was arrested on two separate occasions in Canada for alleged sexual offenses against children, first in 2016 and again in 2022.
Canadian authorities also reported a long-documented pattern of similar offenses by Mader in Thailand and Cambodia dating back to the early 2000s.
