Operatives of the Philippine National Police Criminal Investigation and Detection Group National Capital Region Field Unit arrested four individuals during an operation against the alleged unauthorized transport and sale of petroleum products through the so-called "paihi" scheme in Barangay Concepcion, Malabon City, on Friday.

Authorities seized about 105,000 liters of diesel, two tugboats, and other equipment believed to have been used in the illegal activity. The total estimated value of the confiscated petroleum products and other evidence was placed at P17.22 million.

Police said the suspects were informed of the nature of their arrest and apprised of their constitutional rights in a language they understood. The operation was conducted in the presence of barangay officials. Charges are being prepared for filing before the Office of the City Prosecutor.

The operation forms part of the PNP's campaign against economic offenses under the Enhanced Managing Police Operations pillar of its Focused Agenda. Police said it also supports the administration's directive to uphold the rule of law, protect legitimate businesses, and safeguard public welfare.

PNP Chief P/Gen. Jose Melencio Nartatez Jr. commended the operating team for what he described as a successful operation, citing their professionalism, adherence to legal procedures, and commitment to protecting the public interest.

"Ang mahalaga sa atin ay patuloy nating napapalakas ang tiwala ng ating mga kababayan sa pamamagitan ng maayos at makatarungang pagpapatupad ng batas. These efforts are not only about enforcement, but also about protecting our communities, supporting legitimate businesses, and ensuring that everyone's rights are respected," Nartatez said.

He added that the PNP remains committed to promoting a safe and fair environment for communities and legitimate businesses.

"Our message is simple: the law applies equally to everyone. Patuloy nating paiigtingin ang ating operasyon laban sa mga iligal na gawain, habang pinangangalagaan ang karapatan ng bawat isa at ang tiwala ng publiko sa ating kapulisan," he said.

The PNP said it will continue working with partner agencies and local communities to curb illegal activities that threaten public interest under its "Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman" program.
