The government has signed the implementing rules and regulations (IRR) of the Lifelong Learning Development Framework Act, clearing the way for the formal recognition of skills and competencies acquired outside traditional classrooms.
The Department of Education said Friday that Education Secretary Sonny Angara, chairman of the Philippine Qualifications Framework-National Coordinating Council, led the signing of the IRR for Republic Act 12313.
The law recognizes learning gained through work experience, technical and vocational training, community engagement and other non-formal or informal learning pathways by integrating them into the Philippine Qualifications Framework.
The measure is expected to allow workers to obtain formal recognition for skills acquired outside conventional academic programs, improving opportunities for employment, upskilling and career advancement.
Angara said the law recognizes that learning continues beyond the classroom.
“True lifelong learning is about recognizing that every learner’s journey is unique,” he said.
The law also seeks to strengthen links among schools, industries and communities to expand learning opportunities and improve workforce readiness.
Senator Joel Villanueva, the principal author and sponsor of the measure, said the signing of the IRR marks the start of the law’s implementation.
“The Lifelong Learning Development Framework Act is our roadmap to becoming a nation of lifelong learners,” Villanueva said.
