The Bureau of Immigration has launched a 15-year strategic roadmap aimed at modernizing border security, accelerating digital transformation and curbing transnational crime.
Immigration Commissioner Joel Anthony Viado introduced the “BI Strategy 2026-2040” during the agency’s flag-raising ceremony on Monday, calling the blueprint a transformative framework to guide operations through 2040.
The long-term plan is aligned with national development goals, the Philippine Development Plan and the National Security Policy.
It outlines the bureau’s objective to transition into a technology-driven, adaptive, and resilient immigration authority over the next decade and a half.
“Our strategy is more than a planning document — it is our commitment to every Filipino that the Bureau of Immigration will continue evolving into a world-class institution worthy of the public’s trust,” Viado said.
“In support of President Marcos’ governance agenda, we are building an immigration system that is technology-driven, intelligence-led, transparent, and responsive to emerging security challenges while ensuring efficient and humane public service,” he added.
Viado said the strategy focuses on key operational areas, including cybersecurity, enhanced immigration enforcement, border control, human resource development and institutional accountability.
It also prioritizes stronger partnerships with domestic government agencies and international stakeholders.
Meantime, the BI’s Planning and Policy Division, led by chief Jasmin Madrid Jamiuddin, spearheaded the creation of the strategy following consultations across various immigration offices.
Officials said the roadmap will serve as the primary guide for the agency’s efforts to protect national sovereignty, combat human trafficking and illegal migration, and promote orderly travel, trade, and tourism.
