The Commission on Elections (Comelec) has scheduled the special election for Dasmariñas City's lone congressional district on 29 Aug., paving the way for former representative Francisco "Kiko" Barzaga to seek a political comeback.

The seat became vacant after the House of Representatives expelled Barzaga last month for disorderly behavior and conduct unbecoming of a lawmaker, including repeated failure to perform his duties.

Comelec spokesperson John Rex Laudiangco said candidates may file their certificates of candidacy from 15 to 17 July.

Comelec Chairman George Erwin Garcia said Barzaga remains qualified to run because his expulsion from the House does not carry a perpetual disqualification from holding public office.

Garcia explained that only certain criminal convictions, particularly those involving moral turpitude, can permanently bar a person from seeking elective office.

Barzaga could face former Cavite congressman Gilbert Remulla, brother of Interior Secretary Jonvic Remulla. Gilbert Remulla previously represented Cavite's former 2nd District, which included Dasmariñas, before losing to the late Elpidio Barzaga Jr. in 2007.

The election period will run from 30 July to 13 Sept., during which vote-buying, vote-selling, election-related fundraising activities, and betting on the election outcome will be prohibited.

The Comelec will also enforce the ban on carrying firearms and deadly weapons, as well as the unauthorized use of security personnel and bodyguards by candidates. Threats, intimidation, and coercion against election officials and personnel are likewise prohibited.

Campaigning will be allowed from 30 July to 27 Aug. The campaign ban will take effect on 28 Aug. and on election day.

The liquor ban and the prohibition on giving or accepting free transportation, food, drinks, and other items of value will also be strictly enforced during the prescribed periods.
