CONGRESS is urged to review the law on juvenile offenders after a series of theft incidents involving minors.

Two men were arrested in separate incidents in Dagupan City and San Carlos City over the weekend for alleged theft and assault on law enforcement personnel.
In Dagupan City, a 51-year-old construction worker was arrested after allegedly stealing a sling bag from a sleeping business owner at around 8:20 a.m. on 5 July.
Police said the 28-year-old victim, a resident of Lingayen, Pangasinan, was asleep beside his live-in partner, who was confined as a patient, when the suspect reportedly took his black sling bag worth ₱1,500. The bag contained a Tecno POVA Pro mobile phone valued at ₱12,000.
The incident was witnessed by a security guard conducting a routine roving inspection. The guard immediately apprehended the suspect and recovered the stolen belongings before turning him over to responding officers from Police Station 6.
The suspect is now under police custody while the incident remains under investigation.
Meanwhile, in San Carlos City, a 32-year-old man was arrested after allegedly assaulting police officers and a barangay tanod who responded to a disturbance at around 12:55 a.m. on 6 July.
Initial investigation showed that responding officers found the suspect acting unruly upon arriving at the scene. As they attempted to pacify him, he allegedly shouted insulting remarks before kicking one of the responding police officers and a barangay tanod.
Police said the suspect continued resisting arrest and repeatedly kicked the responding personnel before he was subdued.
He was informed of his constitutional rights and taken to the Pangasinan Provincial Hospital for medical examination before being brought to the San Carlos City Police Station for proper disposition.
Authorities are preparing the appropriate charges against both suspects.
