CIDG, BI nab Korean fugitive in Angeles City

The Criminal Investigation and Detection Group (CIDG) National Capital Regional Field Unit together with the Bureau of Immigration- Fugitive Search Unit (BBI-FSU) apprehended a Korean fugitive at Barangay Balibago in Angeles City, Pampanga on 28 June 2026.
The operation is in coordination with the Korean National Police Agency (KNPA), Department of Justice - Office of Cybercrime (DOJ-OCC) in coordination with Police Regional Office 3 (PRO 3).
The authorities implemented BI Mission Order No. 2026-228 that resulted in the arrest of Korean national fugitive by virtue of Interpol Red Notice and Warrant of Arrest for Fraud issued by South Korea court.
A report that reached PMGEN Robert AA Morico II, the Director of CIDG, stated that the fugitive "Park," male, 44 years old, Korean national, presently residing in Angeles City, Pampanga is a subject of Watchlist Order No. 2026-563 dated 15 May 2026 for being an undesirable alien and a fugitive from justice.
The BI Mission Order stemmed from an Interpol Red Notice published on 7 May 2026 in relation to arrest warrant issued by Busan District Court in South Korea for Fraud (violations of Article 15-1 of the Special Act on the Prevention of Loss Caused by Telecommunications-Based Financial Fraud and Refund for Loss).
As a backgrounder, "Park" with several accomplices are allegedly operating and involved in a "no-show" scam in South Korea, he allegedly impersonated and posed as a businessman, lured seven victims to purchase goods on his behalf, with a promise of reimbursement.
The victims made a total of 24 separate transactions/purchases which caused them an approximately KRW 170 million losses.
The "no-show and proxy purchase" scam is allegedly an organized fraud scheme in South Korea where scammers target small business owners (especially restaurants, caterers, and suppliers).
The modus operandi of the scammer is posing as government officials, corporate executives, or businessmen, wherein they place large fake orders, then trick the business into wiring money to a fake vendor.
Coordination with the BI disclosed that the subject arrived in the Philippines on 12 December 2025 with under temporary visitor status, at present, he is considered as an overstaying alien.
The CIDG leadership commends PCOL John K Guiagui, the Regional Chief of the CIDG National Capital Region Field Unit, alongside collaborating joint agencies, for the successful capture of the Korean fugitive.
