12 July named WPS victory day
The resolution, authored by South District Councilor Paul Labra, underscores Cebu City’s commitment to defending the country’s rights in the West Philippine Sea.

The Cebu City Council has unanimously approved a resolution declaring 12 July of every year as “West Philippine Sea Victory Day,” reaffirming the city’s support for the Philippines’ sovereign rights and maritime jurisdiction in the disputed waters.
The resolution, authored by South District Councilor Paul Labra, underscores Cebu City’s commitment to defending the country’s rights in the West Philippine Sea (WPS).
Labra said Filipino fisherfolk have long relied on the waters of the West Philippine Sea for livelihood and economic survival, making the protection of lawful access to traditional fishing grounds a matter of national interest and social justice.
He added that preserving public awareness of the significance of the 2016 Arbitral Award is essential in promoting patriotism, national unity, informed citizenship, respect for international law and appreciation of the country’s maritime rights and territorial integrity.
“Local government units play a vital role in advancing civic education, public awareness, environmental stewardship and initiatives that contribute to the protection and promotion of national interests,” Labra said.
The resolution was welcomed by the broad civil society coalition Atin Ito, which has been actively campaigning for the protection of the country’s rights in the West Philippine Sea.
“Local resolutions like this help ensure that the truth is not forgotten, distorted, or erased. They serve as instruments of institutional memory that preserve for future generations the significance of our historic legal victory and the Filipino people’s continuing struggle to defend our maritime rights,” said Atin Ito co-convenor Edicio dela Torre.
