Mayor Francisco “Isko Moreno” Domagoso made a surprise visit to the Pamantasan ng Lungsod ng Maynila (PLM) on Friday to personally deliver P117.5 million in subsidies to the city-run university.

The payment covers two previously unpaid subsidy periods incurred under the previous administration and the move is part of an immediate effort to stabilize the university’s finances and prevent operational disruptions.

Despite the recent release, city finance records show that PLM still has P223.75 million in unpaid subsidies carried over from earlier years.

During his visit, Domagoso assured university officials that the city would restore and increase funding following years of budget cuts.

He cited that prior to his term, the university’s annual subsidy was P250 million, which he increased to P360 million during his second term.

“What they did is lower it to P210 million, and they didn’t even give it,” Domagoso said. “Now we raise the subsidy to PLM.”

The mayor stated that the city government is prioritizing the settlement of unpaid obligations to alleviate financial strain at the institution.

He has also instructed the city’s finance team to study long-term measures to strengthen the university’s financial position as payments are normalized.
