Batangas 1st District Representative Leandro Leviste on Monday released on his social media page a new batch of documents from his claimed copy of “Cabral files” and stated that 146 Department of Public Works and Highways (DPWH) projects worth around P20 billion included in the 2025 National Expenditure Program (NEP) were allegedly linked to Construction Workers Solidarity (CWS) Partylist Rep. Edwin Gardiola.

According to Leviste, he showed the said files to the Independent Commission for Infrastructure on 19 and 20 November 2025. Then he presented them to the Ombudsman’s field investigation team on 26 November last year.

“I uploaded this to Facebook today so that everyone can see it and so it can help the people in building up the case against Cong. Gardiola,” Leviste said.

Contractor in Congress

The young lawmaker also added that he uploaded his claimed “Cabral Files” and other lists of project proponents to show how they can help identify anomalies in DPWH.

Earlier, during his appearance on Straight Talk on the Daily Tribune, Leviste was asked, “Who is Rep. Gardiola?” He said Gardiola is significant in the scrutiny of infrastructure projects because he is also a “contractor.”

“I think Congressman Gardiola is significant because he is the biggest contractor today in Congress,” Rep. Leviste said.

Based on the files, P20 billion in projects were tagged as “CENTI 20” under “CENTI 2025,” dated 30 August 2024.

Leviste highlighted that most of the projects, similar to it, appeared in the 2025 General Appropriations and have a Special Allotment Release Order (SARO) from the Department of Budget and Management.

Leviste said that nearly half of the projects were awarded to companies allegedly owned by Gardiola’s family, including Newington Builders and S-Ang Construction. At the same time, the remainder went to firms reportedly linked to the congressman, including Readycon Trading and CT Leoncio.

Leviste cited various areas in Luzon, including NCR, Batangas, Laguna, Cavite, Bataan, Zambales, Nueva Vizcaya, Mindoro, Palawan, Negros Oriental and Bohol. Leviste further highlighted that four road projects in Batangas in his district were awarded to Readycon Trading.
