‘Incentives’ offered to silence Leviste?

Batangas 1st District Rep. Leandro Leviste on Friday claimed that a supposed staff member of Nueva Ecija Rep. Mikaela Suansing approached him and enumerated budget items amounting to P151 million as supposed “incentives.”
Leviste identified the individual as “Attorney Jolina” who claimed to be on the staff of Suansing who chairs the House Committee on Appropriations.
Leviste said “Jolina” asked to meet with him discreetly and showed him a document, telling him, “This is your incentive,” a week before the budget vote.
“Why is this being given to members of Congress right before the October approval of the 2026 budget? Is it my incentive to vote for the budget, because the assistance for my constituents is conditional on my approving the budget in toto? Out of transparency, I want to know how this is being allocated and what the incentive is for every member of Congress,” Leviste said.
Leviste shared a photo of a piece of paper that was allegedly shown to him by the supposed staff member.
The document listed various government agencies with corresponding amounts, including DoH MAIP (P21 million), DoLE TUPAD (P25 million), DSWD AICS (P30 million), DA FMR (P30 million), DA, DepEd, NIA, and others (P25 million), and DPWH (P25 million).
He also shared an image of another document purportedly shown to another congressman, which listed budget allocations totaling P250 million with the same agencies indicated.
Leviste said his concern was not necessarily about questioning the allocations themselves but on calling for transparency and public disclosure.
“If public funds are being used as so-called incentives for congressmen before voting on the 2026 budget, the public should at least know the allocables or incentives each congressman gets, whether from the DPWH, DoH, DSWD, DoLE, DA, NIA, DepEd, or any other government agency,” Leviste said.
“The public deserves to know this before Congress ratifies the 2026 budget next week,” he added.
