

The National Police Commission (NAPOLCOM) is on track to officially declare the completion of its Zero Backlog initiative by the last working day of 2025, marking what its chief described as a major institutional milestone.
NAPOLCOM Commissioner Rafael Vicente R. Calinisan said on Sunday that the Commission has successfully resolved all pending cases, including a backlog spanning more than 25 years.
“This was my first marching order, and today we can confidently say, we delivered,” Calinisan said. “We are on track for zero backlog by Tuesday (23 December), where our formal announcement will be made,” he added.
Calinisan said the initiative, which he ordered upon assuming office in April this year, reflects the Commission’s commitment to efficiency, accountability, and justice.
“We finished a twenty-five-year case backlog, something many thought was impossible,” he added. “But with service, integrity, and teamwork, we proved that genuine reform can happen.”
The commissioner credited the achievement to the collective effort, discipline, and integrity of NAPOLCOM officials and personnel nationwide, underscoring what he described as a renewed push for institutional reform and responsive public service.
With the milestone, Calinisan said NAPOLCOM is reaffirming its role in safeguarding accountability within the police service, while also protecting the morale and welfare of Filipino police officers and ensuring fairness for the public.
“By year’s end, we will be salesmen of hope to the Filipino people,” Calinisan said. “NAPOLCOM exists for the good of our police officers and, ultimately, for the good of the nation.”
