National Police Commission (Napolcom) Commissioner Rafael Vicente R. Calinisan commended an off-duty police officer Monday for pursuing and apprehending a driver who allegedly fled after striking two pedestrians in Antipolo City.
Calinisan awarded Police Executive Master Sergeant Andy M. Evangelista a Certificate of Commendation at the Napolcom office, citing his courage and prompt action following the 14 August incident.
“This is the off-duty cop who pursued an LTO employee who hit and ran over pedestrians in Antipolo,” Calinisan said. “Courageous. Made the arrest by the book even though it was dangerous. An example to follow. Deserves a spot promotion. We will work on it.”
The incident occurred around 10:42 p.m. along Sumulong Highway in Barangay Sta. Cruz, Antipolo City. Security camera footage showed two pedestrians using a crosswalk when a Honda Civic traveling toward the city center struck them.
The injured pedestrians were taken to the Antipolo City Hospital in Barangay Mambugan for treatment.
Evangelista witnessed the collision and followed the fleeing vehicle until he intercepted the driver at Robinsons Homes East Subdivision.
The driver, identified by authorities as Zam Delos Santos Cruz, was turned over to Police Community Precinct 2 around 2:10 a.m. on Saturday.
Cruz was informed of his constitutional rights and remains in custody at the Antipolo Custodial Facility while authorities prepare formal charges.
Calinisan said Evangelista’s actions demonstrate the standard of duty expected from law enforcement personnel regardless of shift status.
“This is the kind of police service we want to recognize: quick to act, compassionate, and ready to help even without orders,” Calinisan added. “That is true commitment to public service.”
