The Land Transportation Office (LTO) announced Friday it has revoked the driver’s license of Norman Mangusin, a vlogger who identifies himself as “Francis Leo Marcos,” after he failed to attend a mandatory hearing on multiple traffic violations.
LTO chief Assistant Secretary Markus V. Lacanilao said the revocation effectively bans Mangusin from driving.
The LTO’s Intelligence and Investigation Division (IID) called the hearing after Mangusin posted a viral social media video showing him driving a Ford Expedition SUV without a seatbelt, using a mobile phone and driving with a fake license plate.
Lacanilao cited that the LTO gave Mangusin a chance to submit a verified explanation for the alleged violations, which included Failure to Attach Authorized Motor Vehicle License Plate, Mandatory Use of Seatbelt, Distracted Driving, Reckless Driving and Improper Person to Operate a Motor Vehicle.
The agency had previously issued a show-cause order against Mangusin and placed an alarm on his SUV, as records showed the vehicle had not undergone a roadworthiness inspection at an LTO Motor Vehicle Inspection Facility.
Following the viral video, the LTO initially imposed a 90-day preventive suspension on Mangusin’s license for the infractions.
