President Ferdinand Marcos Jr. has ordered agencies under the Defense Cluster to review the policy on Complete Disability Discharge (CDD), which removes from military service troops who sustain disabilities in the line of duty.

The directive came after Marcos met Army Captain Jerome Jacuba, who was blinded after being hit by an explosive device.

“After he went blind, he was given what is called a CDD or Complete Disability Discharge. This means that he can no longer serve in the military because he can no longer participate in combat operations and he has gone blind,” the President said.

“When I saw his video and thought about what happened to him, it didn’t seem right. Because this is an officer who risked his life for his duty to defend the Philippines, and because of that, we can just let him go? That doesn’t seem fair,” he added.

Marcos instructed Armed Forces of the Philippines Chief of Staff Gen. Romeo Brawner Jr. to suspend Jacuba’s CDD and recommended his promotion to the rank of major for his bravery and service.
