Makati, UST partner for science teachers’ empowerment
The scholarship is part of Makati’s broader support for public school teachers, which also includes the distribution of free laptops and recognition through events like World Teachers’ Day.

Makati Mayor Nancy Binay and the University of Santo Tomas (UST) signed a Memorandum of Agreement on Monday to provide full scholarship grants to 25 public elementary school science teachers under the TEACH (Teacher Effectiveness and Competence Honing) Program.
The partnership allocates P1.5 million from the city’s General Fund to enroll the teachers in UST’s Certificate in Science Teaching Program, a six-month, 27-unit post-baccalaureate course designed to enhance their knowledge in science content and professional education.
“Education is the greatest equalizer,” Binay said during the signing ceremony at Makati City Hall, echoing a principle she credited to her father, former Vice President Jejomar Binay.
“By educating the educators, we will be able to enhance the capacities of our teachers and equip them with the knowledge and skills to better teach Makati’s young students in the field of science and technology,” she added.
The program is scheduled to run from October 2025 to May 2026 and will be conducted in a hybrid format, with synchronous sessions held on Saturdays to accommodate the teachers’ schedules.
Upon completion, the scholars must render at least one year of service in the city’s public school system.
UST will conduct a needs assessment of the teachers and evaluate existing laboratory facilities before implementation to ensure the curriculum is tailored to the specific needs of Makati’s public elementary schools.
Binay was joined in the signing by Ma. Evalou Concepcion A. Agustin, Schools Division Superintendent of DepEd Makati, and Dr. Cheryl R. Peralta, Vice Rector for Academic Affairs of the University of Santo Tomas.
“We are happy to provide this service and opportunity to our teachers and students in Makati, and we will continue to improve and strengthen the quality of education in our city,” Binay said. “This program will allow both our teachers and students to remain competitive with private institutions.”
