The Supreme Court (SC) is moving ahead with sweeping judicial reforms under its five-year Information and Communications Technology Strategic Plan and the ongoing implementation of the Strategic Plan for Judicial Innovations (SPJI), both designed to modernize court operations, enhance transparency, and safeguard the independence of the Judiciary.
Chief Justice Alexander Gesmundo said the digital transformation initiative will introduce blockchain-based systems to protect the authenticity of judicial records, integrate a centralized Case Records Management System, and strengthen cybersecurity measures. The reforms aim to make case management more efficient and accessible while ensuring data integrity and privacy.
“The development of a secure digital platform using blockchain technology will be pursued by the Court,” Gesmundo said. “This will ensure the authenticity, integrity, and traceability of verifying court-issued documents.”
The CRMS will be integrated with the existing e-Court PH system, enabling real-time and centralized access to case files for courts nationwide. All pleadings and supporting documents filed through e-Court PH will be systematically stored and managed within the CRMS.
According to Gesmundo, the judiciary’s ICT plan, developed with the Court of Appeals, Sandiganbayan, and Court of Tax Appeals, identifies key components such as technology architecture, financial planning, and implementation timelines.
The initiative, supported by international partners including the Korea International Cooperation Agency, the European Union, and the Asian Development Bank, is expected to streamline judicial processes through automation and resource optimization.
The chief magistrate also revealed that the Supreme Court is drafting an Artificial Intelligence Governance Framework to guide the ethical and responsible use of AI in judicial operations.
