DSWD extends validity of minor’s travel clearance to one year, with conditions

Starting Monday, 13 October, minors traveling abroad alone or without their parents can now use their travel clearance certificates (TCC) for up to one year from the date of issuance, subject to specific conditions outlined in a new memorandum circular by the Department of Social Welfare and Development (DSWD).

Assistant Secretary Ada Colico of the DSWD’s Protective Programs said that the extended validity will only apply if there are no changes in the child’s travel destination, companion, or purpose. Any alterations will still require applicants to secure a new TCC.

This policy is part of Memorandum Circular No. 19, Series of 2025, which amended the validity period for both the TCC and the Certificate of Exemption (CE) for minors traveling abroad.

“Recognizing the need to improve service delivery and upon consultation with relevant stakeholders, the Department decided to extend the validity period for the TCC, as long as the child’s travel companion, purpose of travel, and destination country or countries remain the same. This is to ensure that children will be safe from child trafficking and exploitation,” Colico said.

The travel clearance is a requirement for minors—individuals under 18 years old—who are leaving the country without either parent or legal guardian. Applications can be completed online through the DSWD’s Minors Traveling Abroad (MTA) system.

Meanwhile, the Certificate of Exemption (CE) for minors traveling abroad no longer expires and can be used multiple times, provided the child is traveling with an authorized guardian such as a biological father with sole custody, grandparents, or nearest kin, depending on family circumstances. For minors traveling with a legal guardian, the CE remains valid for one year from issuance.

Legitimate children traveling with either biological parent, as well as adopted children accompanied by their adoptive parents with proper documentation, are exempt from securing a TCC.

Colico reminded the public to apply for travel clearance at least one week before departure, especially during peak holiday seasons, to avoid delays.

Applications may be submitted through the DSWD’s MTA Online System at https://mta.dswd.gov.ph or via the eGov PH mobile app.
