Mayor Francisco “Isko Moreno” Domagoso has signed an executive order imposing a liquor ban, vendor restrictions and noise control measures around San Beda University and the University of Santo Tomas (UST) during the 2025 Bar Examinations.
The order, Executive Order 41, aims to ensure a quiet environment for examinees.
“This is to maximize the concentration and focus of the bar examinees as they take this milestone in their lives,” the order states.
The liquor ban will be in effect within a 500-meter radius of both schools from midnight to 10 p.m. on 6 to 7 September, 9 to 10 September and 13 and 14 September.
Ambulant vendors are also prohibited within the same radius from 6 September to midnight on 8 September; 9 September to midnight on 12 September; and 14 September to midnight on 16 September.
The order also bans the use of videoke, karaoke, loudspeakers and other sound-emitting devices. Disruptive activities such as political rallies, parades and parties are also prohibited.
Road closures will be implemented around UST and San Beda on 7, 10 and 14 September.
Near UST, Dapitan Street will be closed from 2 a.m. to 7 p.m., and two outermost westbound lanes of España Boulevard will be closed during morning and afternoon hours.
Around San Beda, portions of Mendiola Street, Concepcion Aguila Street and Legarda Street will be restricted. Extremadura Street, near the bar exam national headquarters at UST, will also be closed on test days.
Domagoso has directed all city departments to enforce the order. Violators will face penalties under existing Manila laws.
