
The Mandaluyong City Council has clarified that it has not issued any resolution or permit for a proposed 72-story high-rise condominium by Shang Properties Inc. in the Greenhills East Village.
In a certification dated 5 August, the Sangguniang Panlungsod stated, “The Council has neither received any, nor has it any knowledge whatsoever of, any permit issued by Barangay Wack Wack involving the Project.” The document was signed by Vice Mayor Antonio DLS Suva Jr. and 12 councilors.
Residents of Greenhills East Village, who have formally protested the development, said the certification provides a level playing field and ensures transparency. However, residents said they remain vigilant, with concerns that Shang Properties Inc. may attempt to bypass due process by invoking the “Ease of Doing Business” law.
According to residents, the company has submitted project requirements to the barangay without holding a public hearing or seeking approval from key stakeholders, including the homeowners association and nearby institutions like La Salle Greenhills School and Santuario De San Jose Church.
Residents’ formal petition against the project argues that it violates zoning laws and the intent of Mandaluyong City’s own policies, including the Green Building Ordinance and the Comprehensive Land Use Plan. They are preparing to petition both local and national agencies to halt the development.
