Faster leak fixes need easier permits

West zone concessionaire Maynilad Water Services, Inc. is urging government agencies to streamline permitting processes to accelerate leak repairs and minimize service interruptions, as it continues to face regulatory delays in Metro Manila and nearby provinces.

In an interview with reporters on Wednesday, Maynilad Central Non-Revenue Water (NRW) Head Engr. Ryan Jamora said the current permitting system often results in unnecessary delays for critical repair work.

“In many cases, we need four to five permits just to repair a leak. These may include clearances from the city government, traffic and maintenance departments like the Manila Metropolitan Development Authority (MMDA), and the Department of Public Works and Highways (DPWH), especially if it involves a national road," Jamora said.

He added that faster clearances would improve Maynilad’s ability to address leaks and support its goal of reducing NRW losses. The company is targeting to bring down NRW from 36 percent to 25 percent by 2027.

“NRW management is complex. It’s not just fixing leaks, it involves multiple technical and institutional challenges. But if we succeed, we can reduce service interruptions and ensure the long-term sustainability of water delivery for our customers,” Jamora said.

To address this, Maynilad is ramping up efforts to build closer coordination with local governments and agencies. “We’re actively strengthening our relationships with local communities and government offices to fast-track clearances,” he said.

Maynilad is the largest private water concessionaire of the Metropolitan Waterworks and Sewerage System in terms of customer base.

Its service area covers the west zone of Metro Manila, including most of Manila (excluding parts of San Andres and Sta. Ana), western Quezon City (areas west of San Juan River, West Avenue, EDSA, Congressional, and Mindanao Avenue, including Holy Spirit and Batasan Hills), and portions of Makati (west of South Super Highway). It also serves the cities of Caloocan, Pasay, Parañaque, Las Piñas, Muntinlupa, Valenzuela, Navotas, and Malabon. Outside Metro Manila, its coverage includes the cities of Cavite, Bacoor, and Imus, as well as the towns of Kawit, Noveleta, and Rosario in Cavite province.
