The Department of Human Settlements and Urban Development (DHSUD) will lead the development of a Workers Rehabilitation Center Complex (WRCC) in Tanay, Rizal, aimed at supporting Filipino workers who have sustained job-related injuries and disabilities.

Under a newly signed memorandum of agreement with the Department of Labor and Employment–Employees’ Compensation Commission (DOLE-ECC), DHSUD will oversee the project’s technical planning and ensure the integration of its flagship Pambansang Pabahay para sa Pilipino (4PH) housing program within the facility.

The WRCC, located on a 500,000-square-meter parcel of land in Barangay Cuyambay, will serve as a one-stop complex offering medical rehabilitation, livelihood support, and accessible housing. It revives the vision set by Letter of Instruction No. 856 issued in 1979 and aligns with the Marcos administration’s Bagong Pilipinas agenda of inclusive governance.

“This initiative reflects the very essence of President Ferdinand R. Marcos Jr.’s Bagong Pilipinas vision — a nation that is inclusive and sustainable. More than building a center, we are pushing for a progressive future where no Filipino gets left behind,” Secretary Acuzar concluded.

DOLE will fund the WRCC through the State Insurance Fund, while DHSUD will help prepare the necessary documents for project implementation under a Design and Build Scheme. The WRCC is being developed in coordination with other agencies including the DPWH, DENR, DILG, and the local government of Tanay.

The partnership underscores a whole-of-government approach to strengthening social support systems and expanding housing access for the country's most vulnerable workers.
