A lawmaker urged government agencies and stakeholders to develop innovative solutions to combat the "dramatic increase" in call and text scams, despite the SIM Card Registration Act.

This, as Senator Grace Poe expressed concern over the rise in scam calls during the first quarter of 2025, saying "voice phishing or vishing attacks prey on our unsuspecting kababayans that result in identity theft and financial losses."

"While not a silver bullet to the scamming menace, the law that we passed can go a long way in fighting cybercrimes," she said. Poe emphasized the need to prosecute and punish scammers to deter future offenses.

Senator Sherwin Gatchalian filed Resolution No. 1324, seeking an inquiry into the continued spread of text scams. He stressed the importance of strengthening cybersecurity to combat the issue.

"Given the crucial role of technology in nation-building, it is essential to strengthen cybersecurity and verification measures and implement additional safeguards to combat the continuous proliferation of text scams in the country," Gatchalian said.

Meantime, Representative LRay Villafuerte of Camarines Sur called on the Department of Information and Communications Technology (DICT) to review the SIM Card Registration Act, citing the ongoing proliferation of scams.

Globe Telecommunications Inc. reiterated its commitment to implementing the law but emphasized the need for a reliable national identification system.

Froilan Castelo, Globe Telecom's General Counsel, opposed a National Telecommunications Commission (NTC) proposal to require in-person SIM card registration, arguing it would hinder efforts to make connectivity more convenient for Filipinos.
